Class AgencyPanelError

Thrown when a panel's chair fails: it threw, timed out or returned no text; and when the caller's abort lands after some seats answered and the quorum did not throw first (panel aborted: <reason>), with a chair or with chair: false. Carries the ledger. agency() also throws it, with no ledger, for a panel whose roster names a seat 'chair', the name the chair's record, approval requests and callbacks carry.
