How the tool was forged. A host's orchestrator reads it to ask at each step of a composition instead of at the composed call.
Optional Readonly stepTools?: readonly string[]
A composition's step tools: the names its steps call, each once; a code-forged tool has none. launch_agency reads them to refuse a seat whose allowlist names the composition and leaves one of them out, since the composition could not run whole in that seat.
