Earlier releases recorded the forging instance's id as an agent-tier
tool's owner; the persona is the owner now. The prefix is reserved for
telling those rows apart: a tool whose owner begins with it is never
promoted to the agent tier, so an agent-tier row whose owner carries
it is always one an earlier release wrote, and it loads suspended with the
reason legacy_owner.
