Optional tierRank

Optional visibility/restriction rank (higher = more restricted). When set, the item is withheld from ProspectiveMemoryManager.check whenever the caller's maxTierRank is lower. Generic: callers map their own tier system (e.g. content policy tiers) to a numeric rank.
